How to Uninstall and Re-install a Drupal Module Properly

I encountered this when I was trying to remove and re-install Drupal's advertisement module. I couldn't re-install the module properly because some of the records related to the module was still in the database.
MyBlogLog Drupal Module Bug Fixed; Site now Loads Faster

That's because I found the bug which was causing the slowdown. It was caused by a wrong entry in the MyBlogLog Tracking Server field in the settings of the MyBlogLog Drupal module.
I entered the number '3' when I should have entered the server itself -- 'track3.mybloglog.com. In other words, the PinoyTechie.com site couldn't find MyBlogLog tracking server '3', thus causing the site to stall.
