The Philippines has beaten China in the contest for a $1 billion semiconductor test and assembly plant planned by Texas Instruments.
The factory, which will be built in a special economic zone on the site of the former Clark U.S. Air Force base, will be among the most environmentally friendly in the world, the company said, incorporating many environmental and energy-saving features first used by TI in the United States at its newest semiconductor facility.

The company has officially opened a factory in Linz, Austria, that produces organic semiconductors, which are chips made by spraying intricate patterns of specialized ink onto layers of foil and polymer.
